The development objective of Joining Efforts for an Education of Excellence in Paraguay Project is to improve learning environments in selected schools and teacher training institutions, strengthen institutional frameworks in core priority areas, and in case of an Eligible Crisis or Emergency, respond promptly and effectively to it. This project has four components. 1) The first component, Improving learning environments for quality education, has the following sub-components: (i) Revamping structural conditions for compulsory and inclusive education; and (ii) Supporting the conversion of Teacher Training Institute (IFDs) to Experimental Center for Specialized Teacher Training (CEFEDs). 2) The second component, Strengthening institutional frameworks in core priority areas, has the following sub-components: (i) Learning environment and infrastructure design standards; (ii) EdTech appropriation; (iii) Building a new teaching profession in Paraguay anchored in the creation of CEFEDs; (iv) Strengthening assessments for learning. 3) The third component, Contingent Emergency Response Component, will allow the Government of Paraguay (GoP) to gain rapid access to financing still available under the Project to respond to any natural or man-made event that causes (or may imminently cause) an adverse economic and/or social impact to the country. 4) The fourth component, Project Management, will be financed jointly by the Bank and Fund for Excellence in Education and Research (FEEI) and framed within Pillar 4 of the Global Crisis Response Framework (GCRF), specifically supporting education and institutional strengthening and capacity building.
