Request for Express of Interest (REOI)   Consultancy Services for Implementation Support and Works Supervision for Output and Performance Based Roads Contracts under the Cambodia Regional Connectivity Improvement (CRCI) Project (Firms Selection, Reference No. KH-CRCI-MPWT-QCBS-01) 1. The Ministry of Public Works and Transport (MPWT) of the Royal Government of Cambodia (RGC) has applied for financing support from the World Bank's (WB) International Development Association (IDA) to implement the Cambodia Regional Connectivity Improvement Project (CRCI) with and duration of six (6.5) years starting in early 2027. The CRCI consists of the following 4 components: Component 1: Road Corridor Improvement Component 2: Institutional Capacity Strengthening in Logistics and Trade Facilitation Component 3: Phase 1 Project Management and Phase 2 Preparation Component 4: Contingent Emergency Response MPWT is responsible for overall technical supervision, execution and management of the Project. The CRCI seeks to enhance transport connectivity along Cambodia’s segment of Asian Highway 21 (AH21), a key east-west corridor linking Cambodia and Viet Nam. Upgrading this section will promote economic growth in Cambodia’s northeastern provinces and strengthen trade relations with neighboring countries. The project aims to improve community road access to essential services, including health centers, referral hospitals, schools, and markets, by upgrading climate-resilient national roads. Additionally, it will lower transportation costs and mitigate risks of road disruptions, thereby supporting the efficiency of agricultural supply chains and promoting tourism development within the project area. The CRCI will use the Output and Performance Based Road Contract (OPBRC) approach to support upgrades, climate resilience, safety, and maintenance for parts of NR 64, NR 62, all of NR 9, and sections of NR 7. 2.
