International Procurement Consultant

Request for Express of Interest (REOI) International Procurement Consultant for the PWMP ( Ref. No. PWMP-CS-004) The Government of Lao People’s Democratic Republic has received financing through a credit from the World Bank Loan and a grant from PROBLUE Trust Fund toward the cost of the "Lao PDR Pollution and Waste Management Project (PWMP)" for the duration of six years from September 2025 to September 2031 and intends to apply part of the proceeds for consulting services described below. The consulting services (“the Services”) is to support the Procurement Committee (PC), and the Project Management Unit (PMU) located in Department of Housing and Urban Planning (DHUP), MPWT in carrying out complex procurement of goods, consulting firms, and civil works by ensuring that all procurement is conducted in accordance with the procurement procedures and the procurement plan of PWMP as agreed between the World Bank and the GOL in a manner of economy, efficiency and transparency. In addition, the Consultant will be responsible in strengthening procurement management capacity and provide oversight, monitoring, and guidance of the PWMP’s procurement team. This shall be a part-time, time-based contract for approximately 143 working days throughout 2 years with possibility of renewal based on satisfactory performance and project requirement.
