Local Governance and Community Resilience Project

The development objective of the Local Governance and Community Resilience Project for Central African Republic is to build state and citizen capacity for local service delivery, improve access to basic socio-economic climate adaptive infrastructure, and provide socio-economic support to the reintegration of ex-combatants. The project comprises of five components. The first component, strengthening central systems underpinning decentralization and enhancing local capacity for service delivery will enhance the capacity of central and local governments, as well as citizens, to improve local service delivery. The component’s activities are organized into three interrelated subcomponents, targeting central state capacity, local state capacity, and citizen capacity. It consists of following sub-components: (i) operationalization of the multi-level governance framework and systems to enable local development; (ii) enhancing the capacity of local authorities to perform their functions; and (iii) enhancing citizen capacity and the citizen-state interface for local development. The second component, community resilience adopts a community and local development-driven approach to increase resilience of the local communities, increase social cohesion among various groups within and between communities, and enhance transparency and accountability. It consists of following sub-components: (i) small scale infrastructure sub-projects; (ii) labor-intensive public works (LIPWs); and (iii) socioeconomic resilience of both farmers and pastoralists to promote. The third component, socioeconomic reintegration of ex-combatants focuses on three key activities: (i) constructing and rehabilitating small-scale climate resilient infrastructure chosen in a participatory manner; (ii) providing civic education, literacy training, psycho-social support, vocational training, and forming income generating groups for ex-combatants; and (iii) engaging ex-combatants in cash-for-work.
