Mali Deployment of State Resources for Better Service Delivery & COVID-19 Response

The development objective of Deployment of State Resources for Better Service Delivery Project for Mali is to improve the availability and timeliness of resources from the central government to local governments (LGs), and service centers, as well as the management and accountability of these resources by LGs and service centers. This project has three components. 1) The first component, Supporting deployment to and management of resources to LGs, seeks to provide incentives to the government through disbursement-linked indicators (DLIs) to improve the availability, timeliness, and management of resources from the central government to LGs, all the way to service centers. 2) The second component, Strengthening institutions and capacity for more inclusive and accountable local governments, aims to support strengthening capacity at central and local levels to implement the decentralization framework through three interrelated sub-components. It has the following subcomponents: (i) Support to the implementation of the decentralization framework; (ii) Strengthening institutional capacity at local levels to better manage resources; and (iii) Strengthening oversight and citizen engagement mechanisms. 3) The third component, Project management, aims to support the day-to-day management of project activities, including consultant services, goods needed for the implementation and monitoring of project-related activities, and the evaluation of project outcomes.
