Opportunity Overview

The objective of the Second Phase of the Basic Education Sector Support Project for Mauritania is to improve the quality of primary education and service delivery in Selected Regions. The project has four components. (1) Transforming teacher management using accountability frameworks and new technology component will focus on: (i) improving the quality of teaching and learning in primary schools, through a strengthened pre-service teacher training to improve the quality of the flow of teachers; (ii) strengthening teacher management and professional development to improve the quality of the stock of teachers; (iii) establishing a strategic staffing mechanism to move low performing teachers out of the classrooms; and (iv) introducing scripted lessons in primary school classrooms. It will also have a strong gender focus and several activities can take place beyond the selected regions. (2) Improving education service delivery in selected regions component seeks to improve inclusion and social cohesion via primary schools in the six selected regions. The financing will improve the delivery of education services through better allocation of resources and enhanced school-based management. The component will support the implementation of a new sector management model that streamlines and simplifies the interaction between central, regional, and sub-regional levels to efficiently allocate scarce resources to schools across and within the regions. (3) Strengthening the management of the education sector component will focus on: (i) building capacity for managers of the education sector at the central, regional, and district level; (ii) supporting all levels in setting up and maintaining strong information systems; (iii) supporting regional and district levels to fulfill their supervision role of schools; and (iv) supporting project management and monitoring and evaluation (M&E).
