Opportunity Overview

The development objective of the Digital Maldives for Adaptation, Decentralization, and Diversification Project for Maldives is to enhance the competitiveness of the broadband market, to improve identification (ID) for in-person and online service delivery, and to leverage digital technologies, data, and analytics for climate resilience. The project comprises of four components. The first component, enabling environment for improved digital connectivity and competitiveness will foster Maldives’ digital transformation, improved regulatory foundations and institutional capacity are needed to promote affordable, quality Internet access and a robust public digital ecosystem. It consists of following sub-components: (i) improving regulatory frameworks, oversight, and enforcement for a competitive broadband market; and (ii) empowering public institutions for digital transformation in government. The second component, digital ID for improved online and in-person service delivery will help enhance trust and efficiency in both in-person and online transactions and service delivery through a multipronged approach. It consists of following sub-components: (i) legal and institutional enablers and safeguards for secure data and identity management; (ii) modernizing of the foundational ID system and credential; and (iii) strengthening the digital authentication ecosystem. The third component, digital technologies and data platform for climate resilience will support the establishment of a shared data platform to enhance data-driven planning and policymaking for climate adaptation and resilience. It consists of following sub-components: (i) establishing a climate data platform; and (ii) leveraging digital technologies and tools for climate adaptation.
