Country: Republic of Mozambique Name of Project: Mozambique Safer Roads for Socio-Economic Integration(SRSEI) Grant No.: IDA-E0780 Assignment Title: Social and GBV Specialist, PMU Reference No . MZ-PMU-555680-CS-INDV The Government of Mozambique represented by the Ministry of Transport and Logistics (MTL), has received financing from the World Bank toward the cost of the Mozambique Safer Roads for Socio-Economic Integration Program and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) involves providing technical assistance to the PMU and implementing entities (including Technical Units (TUs) / Project Implementation Units (PIUs) and sector agencies) in the design, implementation, monitoring, and supervision of social management instruments (including Resettlement Action Plans—RAPs, Resettlement Policy Frameworks—RPFs, Stakeholder Engagement Plans—SEPs,  SEA/SH Action Plan to prevent and mitigate GBV,  and Grievance Redress Mechanisms—GRMs), as well as in the drafting and consolidation of technical progress reports. Within their coordination role, the Specialist shall also coordinate social activities at the sector level, analyze performance and risk trends, and anticipate and preempt issues (e.g., delays in resettlement processes and compensation payments, community conflicts, recurring non-compliances, capacity weaknesses, social and GBV/SEA/SH incidents) through timely recommendations and corrective/preventive measures. The Specialist should support the development and continuous improvement of the PMU's social management system, including defining procedures, tools, and reporting routines.
