The development objective of the National Urban Water Supply Program for Indonesia is to provide access to improved water sources for the population and strengthen the operational performance of water service providers in selected urban areas.It has three components. i) the physical investment windows of sectoral development platform, (ii) the technical assistance and capacity building windows of the framework, and (iii) Central Government’s development, implementation and continuous improvement of the framework. A fourth component will assist the Government at central and local levels with project implementation and management support. 1) First component, investment support for urban water supply infrastructure development will support the Central Government in providing investment support to at least 40 local government (LGs)/Local Government’s owned water supply enterprise (Perusahaan Daerah Air Minum) PDAMs of varying performance or categories through the investment packages available under the framework. Bank financing will complement existing Central Government financing support for investment to be made accessible to LGs/PDAMs. 2) Second component, technical assistance and capacity building for local governments and PDAMs will support the capacity building of LGs, PDAMs and other stakeholders aimed, at performance improvement in a range of technical, financial, commercial, managerial, human resources. The capacity building will also aim to strengthen climate and disaster risks resilience of urban water supply operations.3) Third component, advisory and policy development support for central government will support the strengthening and improvement of policies and instruments that forms the National Urban Water Supply (NUWAS) framework, including supporting the Government agencies that have the mandates and responsibilities for them.
