The Metropolitan Manila Development Authority (MMDA) has received financing from the World Bank toward the cost of the Clean Philippines, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include but not limited to the conduct of Pre-feasibility Study and Investment Preparation for Sustainable Material Recovery and Circular-Economy Facilities in Metro Manila. The consultant is also expected to rapidly assess 4 to 5 candidate sites for technical, financial, legal, institutional and environmental viability. Furthermore, the consultant is also expected to produce site-specific waste supply and composition data, conceptual designs, investment and O&M cost estimates, KPI/standards, business models and policy/financing recommendation to support MMDA/DEPDev approval. The projected implementation period should not exceed more than six (6) months and is projected to start within the 3rd quarter of this year. The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest. The MMDA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1.) The firm shall have an experience with feasibility assessment and designing integrated low cost material recovery facilities in composting, refuse derived fuel/solid recovery fuel facilities, at least three (3) international and local references should be provided and at least one (1) reference in South-East Asia. 2.)
