Invitation to Bid for the Procurement of Telecom Facilities and Civil Works for the National Fiber Backbone Phases 4 and 5 1. The Government of the Philippines (GOP) has received a Loan from the World Bank toward the cost of Philippine Digital Infrastructure Project (PDIP), and it intends to apply part of the proceeds of this Loan to payments under the contract for the Procurement of Telecom Facilities and Civil Works for the National Fiber Backbone Phases 4 and 5. 2. The Department of Information and Communications Technology (DICT) now invites bids for the Procurement of Tel ecom Facilities and Civil Works for the National Fiber Backbone Phases 4 and 5 with Estimated Project Cost (EPC) in the amount of Three Hundred Eight Million Three Hundred Twenty Thousand Pesos Only ( Php 308,320,000.00) . Completion of the Works is required within Three Hundred Sixty-Five Calendar Days (365 CD) upon receipt of the Notice to Proceed. Bidders shall present evidence of a similar Work Contracts within the last five (5) years prior to the deadline of the submission of bids with a project value amounting to at least fifty percent (50%) of the estimated cost. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section 5 of the Instructions to Bidders, and Sub-sections 5.2 and 5.4 of the Bid Data Sheet. 3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “New Government Procurement Act”, with some amendments, as stated in the Bidding Documents and is open to all Bidders from eligible source countries, as defined in the World Bank Procurement Regulations.
