Point Mugu Passenger Air Transportation Services (PMPATS) Award Notice

USTRANSCOM has awarded a firm fixed price contract, HTC71126CE114, to Rampart Aviation, Inc., Colorado Springs, CO.  The contract provides Passenger Air Transportation Services with personal baggage and/or cargo from Point Mugu, CA to San Nicholas Island, CA and from Point Mugu, CA to China Lake, CA.  The contract was competitively procured.  The primary location of performance is Point Mugu, with an expected completion date of 30 September 2030, including the base period and four one-year option periods. Additionally, contract includes FAR 52.217-8, Option to Extend Services, for a maximum potential completion date of 31 March 2031. Total contract value is $64,431,188.48. A total of $8,629,722.14 of Navy Working Capital Funds will be obligated 1 January 2026 to begin performance.  The contracting activity is the U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.
