Primary Health Care Quality Improvement Program

The development objective of the Primary Health Care (PHC) Quality Improvement Program Project for Kyrgyz Republic is to contribute to improving the quality of primary health care services in the Kyrgyz Republic. The development of the program started in early 2017 and involved multiple consultations at the national and regional levels. Improved health outcomes and quality of services, reduced inequities in health outcomes and financial protection, and strengthened public health are some of the stated program goals. Four areas focusing on issues related to specific care include public health, primary care, hospital, and ambulance service. Based on the state program for health development (SPHD) 2030 vision, the program focuses on the following three areas identified as the key weaknesses in improving PHC quality and where the Bank’s engagement is likely to make a significant impact: result area 1, integrating sustainable quality improvement mechanisms into service delivery; result area 2, strengthening strategic purchasing for the quality of care; and result area 3, strengthening health sector stewardship and governance for quality improvement. The program is thus focusing on establishing and strengthening systems for quality of care monitoring, purchasing, and governance in order to build and strengthen foundations for sustainable systemwide quality improvement.
