The development objective of the Resilient Connectivity and Urban Transport Accessibility Project for Haiti is to: (i) enhance climate-resilient rural connectivity in the South Peninsula, (ii) improve climate-resilient urban accessibility in Cap-Haïtien and targeted urban areas, and (iii) enhance institutional capacity in the urban transport sector. The project comprises of five components. The first component, resilient transport connectivity aims to strengthen the overall climate resilience of the road network in the four departments of the South Peninsula (the South, Nippes, Grand’Anse, and South-East departments) that have experienced a steady increase in extreme weather events. It consists of following sub-components: (i) climate adaptation of rural roads; (ii) drainage improvement of rural-urban mobility infrastructure; (iii) complementary facilities; and (iv) capacity building. The second component, resilient urban transport infrastructure improvements aim to improve resilient access and enhance mobility along selected corridors in Cap-Haïtien and targeted urban areas. The third component, promoting low-carbon and sustainable urban mobility aims to set up the transition to a low-carbon and sustainable urban transport sector in Haiti. The fourth component, contingent emergency response component (CERC) finances the provision of support in the event of an eligible emergency. The fifth component, project management aims to support the Central Execution Unit (Unité Centrale d’Exécution, UCE) of the Ministry of Public Works, Transport, and Communications (MTPTC) in Project coordination, implementation, management, and supervision (including its fiduciary aspects, monitoring, evaluation, and reporting of activities and results), through the provision of goods, consultant services, training, and operating costs, including the carrying out of Project audits.
