The development objective of the Seismic Resilience and Energy Efficiency (EE) in Public Buildings Project for Turkey is to improve the disaster resilience and reduce energy use in selected central government buildings, and to strengthen the policy framework and institutional capacity to develop, finance, and implement resilient and sustainable public buildings in Turkey. The project comprises of three components. The first component, investments in central government buildings for structural strengthening and EE improvement. Under this component, Ministry of Environment and Urbanization (MoEU) will support the structural strengthening and renovation, or demolition and reconstruction of central government buildings (that is, public buildings under central line ministries, such as education facilities, dormitories, and hospitals, etc.). It consists of following sub-components: (i) retrofitting and renovation; and (ii) demolition and reconstruction. The second component, advanced technical assistance and capacity building supports the development of a long term and a significantly scaled-up investment program focused on increasing the EE, structural strengthening, and multi-hazard resilience of public buildings in Turkey. The third component, project management will finance project management and implementation support activities, including, inter alia, engineering, architectural, occupational health, and safety (OHS), individual consultants and other necessary technical expertise; sub-projects supervision; monitoring and evaluation of the project; communication with project beneficiaries; training of project implementation unit (PIU) staff, etc.
