Senegal Higher Education Project - Espoir-Jeunes

The development objective of the Higher Education Project : Espoir‐Jeunes for Senegal is to increase equitable access to market‐relevant short‐term vocational tertiary education and strengthen governance and research in higher education. The project comprises of three components. The first component, diversifying and increasing access to tertiary technical and vocational education for improved employability of youth is designed to respond to the unmet demand for higher‐level technical and vocational skills development and address the critical challenges of low access to relevant short‐term tertiary education programs which are aligned with the labor market needs. It consists of following sub-components: (i) increasing access to and development of short‐term higher education through the construction and equipment of new Tertiary Education Vocational Institute (ISEPs); (ii) promoting pedagogical excellence in the ISEP network; and (iii) supporting the fund for vocational training (3FPT) in improving the employability of ISEP graduates. The second component, improving the management and governance of the higher education system will support improving the management and governance of the higher education system as well as contribute to more effective research. It consists of following sub-components: (i) improved university management through performance‐based contracts; (ii) spurring research for impact; and (iii) modernizing the sector through key institutional reforms and enhanced digitalization. The third component, strengthening project management and monitoring and evaluation consists of following sub-components: (i) project management and institutional support; and (ii) evaluation of childcare center model.
