Shock Responsive Safety Net for Human Capital Project

The development objective of Shock Responsive Safety Net for Human Capital Project for Somalia is to provide cash transfers to targeted poor and vulnerable households and establish the key building blocks of a national shock-responsive safety net system. This project has three components. 1) The first component, Nutrition-linked Unconditional Cash Transfers, aims to provide unconditional cash transfers to households that are chronically poor and vulnerable to drought and malnutrition and link them to complementary nutritional support programs. 2) The second component, Delivery Systems and Institutional Capacity Building, aims to establish the key building blocks of a Social Protection (SP) delivery system, advance policy development, and strengthen institutional capacity of relevant government ministries to manage and implement it. 3) The third component, Project Management, Monitoring and Evaluation, and Knowledge Management, aims to establish a Project Implementation Unit (PIU), strengthen Ministry of Labor and Social Affairs (MoLSA's) coordination arrangements, promote learning and knowledge management through robust monitoring and evaluation, and support the design of a pilot productive safety net activity targeted at youth.
