Sierra Leone Digital Transformation Project

The development objective of Digital Transformation Project for Sierra Leone is to expand access to broadband internet, enhance digital skills and improve government capacity to deliver public services digitally. This project has five components. 1) The first component, Expanding Digital Access, and Increasing Resilience of the Digital Environment, has the following sub-components: (i) Broadband Market Policy and Regulation; (ii) Last-mile Connectivity Access for Public Institutions; (iii) Inclusive Access for Underserved and Marginalized Communities; and (iv) Increasing Resilience of the Digital Environment. 2) The second component, Digital Skills Development and Innovation, has the following sub-components: (i) Digital Skills Training; and (ii) Drones for Innovation. 3) The third component, Laying Key Foundations for Digital Government Services and System, has the following sub-components: (i) An Enabling Environment for Digital Government; (ii) Government Networks and Service Delivery Infrastructure; and (iii) Demonstration of Digital Services and Systems. 4) The fourth component, Project Management and Implementation Support, aims to finance the Republic of Sierra Leone’s project management and coordination capacity, including in procurement, FM, monitoring and evaluation (M&E), environmental and social (E&S) safeguards management, project communication, and citizen engagement. 5) The fifth component, Contingent Emergency Response Component (CERC), aims to provide the government with support for swiftly responding to eligible crises, including climate or natural disasters, and public health emergencies.
