GOVERNMENT OF SOMALILAND REQUEST FOR EXPERESSION OF INTEREST FOR CEPCU PROCUREMENT SPECIALIST 1. Background The Government of Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). to develop a lean, portfolio-focused coordination and performance management function that strengthens oversight, reduces implementation fragmentation, and promotes institutional learning across the World Bank-financed portfolio. Therefore, the Ministry of Finance and Economic Development (MoFED) intends to hire an International Procurement Specialist. The Procurement Specialist will fill this gap through portfolio-level advisory support, monitoring, and knowledge transfer. 2. Objective(s) of the Assignment The objective of the assignment is to strengthen procurement performance, compliance, and fiduciary risk monitoring across the World Bank-financed portfolio through portfolio-level advisory support, monitoring systems, standardization of tools, and capacity strengthening 3. Scope of Work and Key Responsibilities Support establishment and strengthening of systems for procurement planning, monitoring, and documentation for each project per required standards, including advisory inputs to the PPSD and procurement plans for projects under preparation and restructuring. In consultation with the Head of CEPCU and project coordinators and the PIU technical teams, prepare realistic consolidated annual procurement plans in harmony with work plans and available funds. Assist in the preparation of detailed procurement updates and establish a simplified tracking system for monitoring portfolio procurement activities.
