The Consulting Services (the Services) for the ITAS implementation encompasses the development of methodologies, standards, procedures, templates, and schedules to guide systematic reviews; assessment of technical, enduser, and product documentation in both Somali and English to ensure accessibility and maintainability; evaluation of vendor methodologies including work plans, project organization, data migration, change management, defect handling, cybersecurity, and product upgrade processes; staged quality reviews of ITAS solution releases to confirm compliance with contractual requirements before operational acceptance; vetting of vendor project team members to ensure competency; and oversight of knowledge and skills transfer through structured training programs for MOFED and IRD staff in technical operations, enduser support, quality assurance testing, and data analytics. The consultant will therefore undertake all the specific tasks detailed out in the Terms of Reference (TOR).
