The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somali Sustainable Fisheries Development Badmaal Project (SSFDP) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) include verifying project outputs, compliance with environmental & social requirements, and results against the Results Framework, independently identify implementation challenges, delays, or deviations, explain their causes, and provide practical recommendations. The TPM will pay attention to cross-cutting issues such as gender equality, youth inclusion, and disability access by triangulating information from communities, project staff, and contractors to understand bottlenecks and unintended impacts, Monitor the development and rollout of digital systems supported by the project, including the Fisheries Information Management System (FIMS), Monitoring, Control and Surveillance (MCS) systems, and other related systems and tools throughout the project implementation period. TPM will monitor progress in establishing the FIMS, including digital registers for fishers, vessels, and licenses. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR).
