Social Protection Transformation Project

The development objective of Social Protection Transformation Project for Rwanda is to strengthen the social protection programs and delivery systems and to improve access of poor and vulnerable households to human capital and economic inclusion services. This project has four components. 1) The first component, Strengthening of Social Safety Net Programs to accelerate Human Capital Development, has the following sub-components: (i) Delivery of the VUP to eligible households; and (ii) Quality enhancements in the design and delivery of the Vision 2020 Umurenge Program (VUP). 2) The second component, Support to Economic Inclusion, has the following sub-components: (i) Support to Sustainable Livelihoods Enhancement (SLE) and para-social workers scheme; and (ii) Links between social assistance and social insurance. 3) The third component, Transformative Delivery Systems, has the following sub-components: (i) Operationalization of the dynamic Social Registry (SR); and (ii) Digitization of the VUP transfers. 4) The fourth component, Capacity building, policy and program coordination, has the following sub-components: (i) Capacity building, policy, and program coordination for Ministry of Local Government (MINALOC); and (ii) Capacity building and program coordination for Local Administrative Entities Development Agency (LODA).
