The development objective of the Social Safety Net Project for Ecuador is to improve the equity, integration and sustainability of selected social safety net programs. It has two components. First component, Improving equity, integration and sustainability of the selected Social Safety Net (SSN) programs will support improvements in the SSN beneficiary selection process and the provision of integrated service packages. Improvements will be reflected in a set of Disbursement‐linked Indicator (DLIs) that, once achieved, will disburse against eligible expenditures related to their achievement. The proposed DLIs correspond to activities that: a) strengthen the Social Registry; b) increase the access of extreme poor households to an integrated package of cash transfers and complementary social services; and c) implement an exit strategy from the selected programs for eligible households that receive the Bono de Desarrollo Humano (BDH) (The Conditional Cash Transfer) or Bono de Desarrollo Humano Variable (BDH‐V) (Conditional Cash Transfer Variable); Second component, Technical Assistance for Capacity Building and Monitoring and Evaluation will provide the necessary technical assistance (TA) to improve the effectiveness of the selected social programs and to support institutional capacity building. Technical assistance (TA) activities are divided into four Sub‐components as follows: (i) TA to support equity improvements; (ii) TA to support integration improvements; (iii) TA to support sustainability; and (iv) TA to support coordination, monitoring and evaluation activities.
