The development objective of the Second Urban Resilience Project for Somalia is to strengthen public service delivery capacity of local governments and increase access to urban infrastructure and services in selected areas. The project comprises of four components. The first component, urban infrastructure and services will support the preparation and implementation of all infrastructure investments in the project. It consists of following sub-components: (i) preparatory activities for urban infrastructure and services in existing cities; (ii) preparatory activities for urban infrastructure and services in new cities; and (iii) investment in urban infrastructure and services. The second component, institutional strengthening and analytics will support various thematic technical assistance (TA) and related analytics. The third component, project management and capacity building will finance the overall project management costs (including monitoring and evaluation) as well as the capacity building of the project coordination unit (PCU), project implementation unit (PIUs), and relevant municipal staff. The fourth component, contingent emergency response will be included under the project in accordance with the World Bank policy on investment project financing dated September 30, 2018 for situations of urgent need of assistance. This will allow for rapid reallocation of uncommitted project funds in the event of a natural or man-made crisis in the future, during the implementation of the project, to address eligible emergency needs under the conditions established in its operations manual.
