The Government of the Republic of Sao Tome and Príncipe (GoSTP) received a grant from the World Bank toward the cost of the Access to Clean and Resilient Energy Project (ACRE), and intends to apply parto f the proceeds for consulting services.
The Consulting Services (“the Services”) include leading EMAE’s financial management function, including strategic financial planning, budgeting, forecasting, treasury and cash-flow management, financial control, and the implementation of financial recovery and sustainability measures. The assignment is expected to run until December 2028, with an initial contract duration of 12 months, renewable based on satisfactory performance and project needs. The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Project Administration and Fiduciary Agency (AFAP) now invites eligible individuals ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments and similar conditions).
Candidates must hold 1) a Master's degree in a relevant field (Business Management, Engineering - preferably Electrical- Marketing, Commercial Law, or equivalent) and; 2) must demonstrate fluency in Portuguese. Candidates who do not meet both requirements will not be considered.
The criteria for selecting the Consultant are:
(i) Specific experience relevant to the assignment — 40 points
• At least 10 years of proven experience in Top Management Roles — 7.00 points
