The objective of the Strengthening Electricity Services Project for Republic of Congo is to improve the quality of electricity service delivery, improve the performance of the distribution and retail segment, and improve access to electricity. There are four components to the project, the first component being strengthening the electricity transmission system. This component includes three subcomponents: construction, rehabilitation, and upgrade of transmission substations, Rehabilitation of selected segments of the 220 kV line connecting Pointe-Noire to Brazzaville, and upgrade of the existing supervisory control and data acquisition (SCADA) system and other systems of the National Dispatch Center. The second component is the improving the operational performance of the electricity distribution and retail (D&R) segment. This component includes three subcomponents: densification, rehabilitation and upgrade of the distribution and public lighting network, improving commercial performance of E2C by sustainably reducing non-technical losses in electricity supply, and Incorporation of management information systems (MIS) to improve efficiency, transparency, and accountability of operations of E2C in key business areas. The third component is the Technical Assistance (TA) and project management. This component includes three subcomponents: technical assistance and institutional support to improve electricity sector performance, technical assistance and institutional support to water and sanitation stakeholders, and project management and capacity building. Finally, the fourth component is the Contingent Emergency Response Component (CERC).
