Strengthening Government Capacity for Fiscal Reform Implementation

The development objective of Strengthening Government Capacity for Fiscal Reform Implementation Project for Ukraine is to enhance the government's capacity to plan and finance recovery and reconstruction. This project has five components. 1) The first component, Public Investment Management for Reconstruction, will finance advisory services and training to strengthen public investment management for reconstruction. 2) The second component, Local Urban Planning, will finance advisory services and capacity building to support the strengthening of urban planning systems at the local levels and the development of comprehensive spatial development plans in cities. 3) The third component, Local Government Fiscal Governance for Recovery, will finance advisory services and capacity building to strengthen financial management, resource allocation, and budget transparency. 4) The fourth component, Integrity and Compliance in Revenue Administration, will finance advisory services and capacity building to enhance integrity and compliance in revenue administration processes. 5) The fifth component, Public Procurement Management for Recovery, supports the review of procurement and budgeting systems, policy preparation for advance contracting, and addressing implementation bottlenecks for national and IFI-funded projects.
