Supporting the Federal Policy for Enhancing Foundational Literacy

The development objective of Argentina - Supporting the Federal Policy for Enhancing Foundational Literacy Project is to improve foundational learning outcomes in Argentina. The program aims to address the Program-for-Results Financing (PforR) Theory of Change (TOC) challenges by focusing on two Results Areas (RAs) supporting the National Literacy Plan (PNA) axes and the government program. Each of the RAs have a specific objective and comprise a specific set of budgetary programs that will be supported with Bank financing. RA 1: Improving the quality of foundational literacy, aims to support programs, activities, initiatives, and TA to improve the level of and bridge the existing provincial disparities in terms of learning outcomes, particularly literacy, in primary schools. RA 2: Strengthening federal financing, information, and evaluation systems for impact, aims to improve the existing information and evaluation systems, both at the national and subnational level, as well as to improve the coordination between government levels. The PforR will support the PNA government program for the period 2024-2028, considering the strategic program budget lines and activities that are linked to two RAs that are key to achieving the PforR development goals.
