The development objective of the Sustainable and Inclusive Secondary Cities Project for Côte d’Ivoire is to: (i) improve access to green and climate resilient urban infrastructure and basic services, and (ii) strengthen local government capacity for participatory and climate risk-informed urban and economic planning in selected secondary cities. The project comprises of four components. The first component, developing green and climate resilient urban infrastructure in selected secondary cities focuses on priority green and climate-resilient infrastructure to improve urban living conditions, promote local economic development, and foster social inclusion. It consists of following sub-components: (i) quick impact investments; (ii) social and economic infrastructure; and (iii) roads, sanitation, solid waste management and water infrastructure. The second component, providing support to local governments in selected secondary cities focuses on urban and economic planning, land administration, and strengthening the capacity of local governments to plan and manage local development. It consists of following sub-components: (i) urban planning, land administration, and municipal services activities; (ii) capacity development for urban management and social participation; and (iii) local economic development. The third component, project management and coordination finances project management and coordination costs. The fourth component, contingent emergency response is included in the project structure pursuant to World Bank policy investment project financing.
