Sustainable Rural Water Supply and Sanitation Project

The development objectives of the Sustainable Rural Water Supply and Sanitation Project are to assist the Kyrgyz Republic to (i) improve access to and quality of water supply and sanitation services in the Participating Rural Communities; and (ii) strengthen capacity of the Recipient's institutions in the water supply and sanitation sector. The project consists of four components. First component, water supply investments will address the needs for rehabilitation of existing and/or construction of new water supply systems in the target areas, benefiting up to 100,000 people. The component will finance goods, works and services (including engineering design and construction supervision) and will include civil and electrical/mechanical installations for water supply production (boreholes, well-fields, intakes, etc., as well as disinfection, and pumping as required), and transmission and distribution (networks, storage, meters, etc.) to households in the project areas. Second component, sanitation development will finance goods, works and services to provide strategic support for improved sanitation within the target rural communities and to enhance the Government’s strategy for improved sanitation in rural areas. Third component, institutional strengthening will finance goods and services to strengthen sector institutional capacity at the national and local levels. This component are further organized under two separate sub-components as follows: (i) National Level activities will include technical assistance for drafting legal/normative acts to clarify roles and responsibilities (including asset transfer and ownership issues) under a delegated management framework, improved financial and service regulation, and technical support for the establishment of new institutional models for sustainable water service delivery (for example piloting of an aggregated approach).
