De raamovereenkomst wordt afgesloten met maximaal 10 winnaars. Elke opdracht, gebaseerd op de raamovereenkomst, wordt onderworpen aan mededinging tussen de verschillende opdrachtnemers, zogenaamd mini-competitie. Dit betreft IT opdrachten (bv. ICT, informatiebeveiliging, gegevensbescherming,....)
