LIMITATION ON THE NUMBER OF CANDIDATES: In principle, except in the case of a tie, 3 Candidates will be selected and admitted to the award phase, provided there are enough candidates whose Application to Participate meets the aforementioned minimum requirements (exclusion, right of access, minimum capacity required). The criteria for evaluating applications to participate are detailed in section III.3.2.4 of the specifications. 1. Quality and Experience of the Proposed Team (70 points) The quality and experience of the proposed team for carrying out the concession, in accordance with section III.1.2.3.1 of the Selection Guide, constitutes a criterion for limiting the number of Candidates selected. If the Candidate proposes several individuals for each of the 6 minimum skills required in section III.1.2.3.1 of the Selection Guide, the Candidate designates one person per skill, who will be evaluated under this limitation criterion. The Candidate shall submit: • A proposal for the team to carry out the concession, no more than two A4 pages (single-sided equivalent); • The CVs of the members of the proposed team; and • The academic and professional qualifications of the members of the proposed team. These documents will be scored from 0 to 70 points based on the following criteria: • The suitability of the team composition for this mission, including the skills offered in relation to the requirements of the concession, the program, and the site (0-40 points). The candidate may propose additional skills beyond the minimum required. The contracting authority reserves the right to analyze the relevance of these additional skills to the purpose of the concession. In this context, the suitability of the academic qualifications to the minimum required skills and the skills presented will be assessed; • The experience of the members of the proposed team with projects similar to the purpose of the concession (0-30 points).
