This contract concerns the construction of an inclusive, independent, and supportive housing building (HIS) located at 14 Boulevard Jacques Bertrand, 6000 Charleroi, and the development of a shared outdoor space. These works are detailed in the technical specifications and attached plans. This public contract is part of Belgium's National Recovery and Resilience Plan (PNRR) and, as such, benefits from funding from the Recovery and Resilience Facility (FRR) established by Regulation (EU) 2021/241, Article 5 of which stipulates that: "The facility shall only finance measures which comply with the principle of not causing significant harm." This initiative follows a call for projects launched by AVIQ, part of a comprehensive action to create public housing and housing for vulnerable people, structured around four components, including the construction of inclusive, independent, and supportive housing (HIS), which is the subject of this contract. For selected projects, this call for projects will result in subsidies for buildings designed to house this type of housing, equipped with the latest technologies to ensure that people experiencing a loss of autonomy can live and age in the best possible conditions in their homes.
