Deze groepsaankoop betreft het sluiten van een raamovereenkomst met één opdrachtnemer per perceel voor het drukken en leveren van allerlei soorten digitaal en offset drukwerk, zowel op papier (affiches, flyers, folders, brochures) als op andere mediamaterialen (banners, panelen, borden, stickers), voor de looptijd van 48 maanden, bij de besturen die lid zijn van de intergemeentelijke aankoopdienst van IOK (zie bijlage C). Het betreft een niet-exclusieve raamovereenkomst zonder enige afnameverplichting. Bijgevolg zijn, niettegenstaande de gunning en sluiting van de raamovereenkomst door de aanbestedende overheid IOK op basis van onderhavig bestek, de voormelde besturen vrij om elders te bestellen tijdens de duur van het contract of geen bestelling te plaatsen. De opdrachtnemer kan hiervoor geen schadevergoeding eisen.
