The subject of the procurement includes the selection of an independent contractor with professional qualifications to prepare a conformity assessment of investment projects and exercise construction supervision within the meaning of the ZTA, to guarantee the lawful implementation of the construction works. The composting installation will be built within the framework of the project "Construction of a regional system for separate collection and recycling of biodegradable waste on the territory of the RSWO-Omurtag". The land on which the composting installation will be built is located within the land plot with number 53535.260.453, with an area of 38,849 sq.m, "Balabana" locality from the land of the town of Omurtag, Targovishte Region. The property is municipal public property, according to the Act for POS No. 1836 of 19.08.2024 with a permanent use type "Household waste landfill (landfill)". The property is free from development. The purpose of the property is - "Regional center for temporary storage, pre-treatment, recovery and recycling of solid household, construction, separately collected recyclable, bio and biodegradable green waste" of the municipalities of the "Regional Waste Management Association" (RWMA) - Omurtag region. It borders on the west with the operating regional landfill for solid household waste, on the south with an existing road providing access to the landfill, and on the north and east with undeveloped land owned by the Omurtag Municipality. An overhead power line passes through the property, for which an easement of 10 m on both sides is indicated according to the regulations. The site is located about 3000 m from the town of Omurtag and about 450 m south of road II-48 Omurtag-Kotel. The old landfill of the town of Omurtag is located about 300 m northeast of it.
