The contracting authority of this open procedure for the selection of a contractor for a public procurement contract awarded under the Public Procurement Act (PPA) is the Director of the Public Procurement Agency "SGS Zemen", who is authorized on the basis of Art. 7, para. 1, item 3 of the PPA (Amended - SG, issue 88 of 2023, in force from 22.12.2023, in force from 9.08.2024) by Order No. RD-07-709/21.08.2024 by the Director of "Southwestern State Enterprise" SE, Blagoevgrad. For the conditions for conducting the procedure not regulated in these instructions, the provisions of the Public Procurement Act and the subordinate regulations for its implementation, as well as the applicable national and international regulations, in accordance with the subject of the procurement, shall apply. The subject of this public procurement is "provision of services" within the meaning of Art. 3, para. 1, item 3 of the Public Procurement Act, and the secondary object is "provision of supplies..implemented through purchase.." on the basis of Art. 3, para. 1, item 2 of the Public Procurement Act. This public procurement falls under the hypotheses of mixed public procurement, according to Art. 11, para. 1 and para. 2 of the Public Procurement Act, including more than one object - services and supplies, but is awarded as a service, in accordance with the provisions of the legislator in Art. 11, para. 2 of the Public Procurement Act. The object of the procurement according to the Common Terminological Dictionary - CPV with code 50110000 "Motor vehicle maintenance and repair services". The subject of the award of this contract is: "Technical maintenance of motor vehicles /MPV/, including major, current repair and preventive maintenance of vehicles, supply of spare parts and accessories for the needs of the TA "DGS Zemen" for a period of 24 months".
