Die Filiale Estavayer-le-Lac des Bundesamtes für Strassen (ASTRA-F1 EP) ist für die Phase Projektgenerierung (PROGEN) zuständig. Diese Phase ist der erste Schritt im ASTRA-Prozess für neue Unterhaltsprojekte. Sie dient dazu, die Grundlagen festzulegen und bereits die Erhaltungsplanung (EP), das Projektmanagement (PM) und die Fachunterstützung (FU) einzubeziehen, um eine abgestimmte Lösung mit klaren Zielen, einem überschaubaren geografischen Perimeter sowie realistischen und angemessenen Umsetzungsfristen zu erarbeiten. Gegenstand der vorliegenden Ausschreibung sind die Leistungen des Projetverfassers (PV) für Projektgenerierungen im Bereich T/U (Trasse und Umwelt), die über einen Zeitraum von fünf Jahren (2026–2031) auf dem gesamten Gebiet der F1 anfallen.
