Through legislative revisions, the cantons of Lucerne and Zug have initiated a paradigm shift in the field of disability services. The future care and financing system for cantonal disability services for adults will be more strongly oriented towards the individual needs of people with disabilities. These individual needs will be determined through a standardized needs assessment process. This tender seeks to evaluate a competent and efficient provider to act as the specialist agency for conducting needs assessments for people with disabilities in the cantons of Lucerne and Zug during the service period from 2025 to 2029, with an optional extension until 2034. The joint needs assessment agency will be responsible for determining the need for outpatient care services in the canton of Lucerne and for outpatient and inpatient care services in the canton of Zug. The needs assessment agency will play a central coordinating role in the individual needs assessment process. It reviews and validates the needs assessments, investigates inconsistencies and discrepancies as needed, determines the recognized needs, and assesses the necessary services to be financed by the canton or third parties. The actual needs assessment by the needs assessment center takes place through collaborative dialogue. The individual being assessed is the focus and actively participates in the process. This process should be adaptable to the situation – for example, regarding its duration, the involvement of support persons/peers, and the location (preferably in the individual's living environment). Two basic services are provided: GL01: One-time setup and provision work (for establishing the needs assessment center); GL02: Determination of individual support needs and provision of recommendations regarding the required services (including consideration of potential services from third parties) for 5 years (regular operation).
