In the municipality of Emmen, there are currently 3,263 water meters installed, maintained by the Emmen Water Supply (hereinafter WVE). Over the past ten years, approximately 1,200 manual water meters have been replaced with meters equipped with an additional radio module. These are read annually using a drive-by system. The remaining approximately 2,100 water meters are read manually by the water supply's operating personnel. Daily readings or data beyond the standard meter readings are not currently required. If additional data beyond the standard meter reading can be accessed, it must be ensured that this data can be individually deactivated. This is the only way to guarantee that only information relevant to the municipality of Emmen is transmitted. With the switch to drive-by reading of all water meters, the provider's system must be able to transmit the data in a suitable format. Currently, the data is transmitted via an XML file through a reading interface to the Innosolvcity system of the municipality of Emmen. In the interest of efficient resource allocation and out of ecological responsibility, no radio-based water meters less than 10 years old will be replaced as part of the project, as they still meet the requirements. Therefore, it must be possible to merge the data from the existing water meters with radio modules and the new system into a single file without additional effort.
