The subject of the public procurement in research, development and innovation is to obtain the most suitable proposal for a project solution in applied research and innovation. The project framework aims at a preliminary definition of the project, which was prepared in accordance with the provisions of Section 2, paragraph 2, letter h) of the ZPVV, and which will be adjusted within the framework of the competitive dialogue with regard to the needs of the Contracting Authority. (The subject of the project is given in Appendix No. 1 - Project Framework of the Tender Documentation). The tender procedure will be conducted so that the selected solution meets the objectives and implements the results specified in Appendix No. 1 - Project Framework of the Tender Documentation, which will be the main factual basis for the negotiations. The individual negotiations should result in conclusions, conditions and new facts so that the assignment for the purposes of the final offer can be specified in the most satisfactory way for the Contracting Authority. The aim of the requirement is to use research methods to create a methodology for the collection, preparation and analysis of samples of nuclear sources, which will be used for the nuclear forensics database. Furthermore, the creation of a software tool that will summarize information about these nuclear sources and their key characteristics (isotopic composition, elemental composition, physical parameters, etc.) in a database for the purposes of investigating incidents with nuclear material (NM) and sources of ionizing radiation (SIR).
