The subject of this VgV (German Procurement Ordinance) tender procedure is the required services for "building design" in accordance with Section 34 in conjunction with Annex 10 of the HOAI 2021 (German Fee Structure for Architects and Engineers) in phases 1 to 9, plus special services for the modernization and maintenance of the Ballei Sports and Cultural Center. A detailed description of services can be found in Annex 04. The draft contract can be found in Annex 06. The City of Neckarsulm intends to renovate parts of the Ballei Cultural and Event Center. The Ballei Cultural and Event Center was opened in 1979 as the city's "large hall." Its origin lay in the city's need for a large sports hall and community center, which would serve the residents' primary functions of sports, culture, and leisure. The most prominent feature of the original design was a steel space frame structure spanning all functional areas. The Mero space frame system was showcased not only inside the building but also in the exterior, with the idea of dissolving the building's structure. The community center was named "Ballei," a term from the history of the Teutonic Order. The town of Neckarsulm lived under the rule of the Teutonic Order for over three hundred years. This name was intended to document that every community has a historical background. Within the Teutonic Order, the Order's widely scattered houses and properties across Europe were consolidated into a Bailiwick for better administration. Instead of separate town halls, sports halls, restaurants, and recreational facilities, this community center was built under one roof. This consolidation was given the name "Ballei" metaphorically and because of the historical connection. Today, the hall is primarily used for handball. The Ballei sports hall is the home arena for the women's handball team in the first division of the German Handball Bundesliga. This demand alone ensures the sports hall is fully utilized.
