The town hall and community center in Niederdorfelden, built in 1970 and renovated in 1984, is in need of refurbishment due to structural, fire safety, technical, and functional deficiencies. Action is also required in the surrounding open space and the building's access. To ensure an integrated and future-oriented plan that is functionally, aesthetically, and economically high-quality, the municipality of Niederdorfelden intends to launch a closed architectural and landscape design competition (RPW 2013) for the renovation, conversion, and expansion of the building complex. The goal is to develop the town hall, in conjunction with the community center, the municipal school, children's and youth library, the music school, and the restaurant, into an attractive meeting place for all citizens. To this end, the building complex to be modernized and expanded must be developed in a functionally and architecturally appropriate and sustainable manner, and attractively integrated into the urban environment. The current gross floor area (GFA) of approximately 3,120 m² is to be expanded by approximately 500 m² to approximately 3,620 m². Construction costs for the project, according to DIN 276 (cost groups 300, 400), are estimated at €12,020,000 (gross). It should be noted that funding for the energy-efficient renovation and the creation of barrier-free access has been promised by the Hessian State Energy Agency (LEA) and the Hessian Ministry for Social Affairs and Integration. This funding is based on a maximum increase in net floor area (NFA) of 20% compared to the existing building. This figure must be strictly adhered to in order to ensure the project's financial viability.
