The aim of the study is to ensure the county can fulfill its tasks with the available resources, addressing the ongoing challenge of managing its responsibilities. In these times of skilled labor shortages, the introduction of process management aims to optimize business processes and staffing levels to ensure the timely and appropriate delivery of services by the departments under investigation. This will involve identifying and optimizing selected and relevant business processes to enable more resource-efficient and time-saving operations. The county is not aiming for either increased staffing or staff reductions. The focus will be on ensuring the continued accuracy of personnel needs assessments and identifying weaknesses in core processes to facilitate digitalization and business process optimization. Professional change management from the external partner is expected, preparing employees for potential changes and presenting the new target processes.
