Award of the contract for the heat supply of the Jobst-vom-Brandt Elementary School with gymnasium, Ludwig-Hofmann-Straße 2 in Waldershof, and the adjacent new seven-group daycare center, starting September 1, 2025, for a period of 15 years, plus two option periods of 5 years each, with the following connection requirements: • Summer: 85 kW (school and gymnasium: 60 kW, daycare center: 25 kW); • Winter: 280 kW (school and gymnasium: 200 kW, daycare center: 80 kW). The heat supply can be provided via a local or district heating network or by a heat generation plant to be constructed, operated, and maintained by the contractor. In the latter case, the client will provide a property or part thereof owned by them near the elementary school and the daycare center for the construction of a heating plant with a maximum capacity of 950 kW, including the necessary ancillary facilities and accessories. The client grants the contractor the option, when constructing a heat generation plant, to build a district heating network radiating from it and to supply heat not only to the primary school and daycare center, but also to surrounding buildings. In this case, the contractor shall pay the client a monthly usage fee of EUR 50.00 net. The heat supply to the primary school and daycare center must be guaranteed at all times. The client estimates the annual energy demand of the primary school and daycare center at a total of up to approximately 450,000 kWh; this annual heat demand shall form the basis of the offer. A temperature level (flow/return temperature) of 70/55°C must be guaranteed, and from January 1, 2027, a share of renewable energies as defined by the German Building Energy Act (GEG) of at least 65% in heat generation must be ensured. The use of heating oil and coal is prohibited at all times.
