Award of services for the planning of technical building equipment according to HOAI 2021 Part 4 Section 1, § 55 Scope of Services, service phases 1-9 - plant groups 1-5 and 7-8, and for the planning of engineering structures according to HOAI Part 3 Section 1, § 43 Scope of Services, service phases 1-9, and special services. 1. Procedure The award procedure is divided into two stages. a) Pre-qualification: In a preliminary application process, companies express their interest in participating in the procedure and provide, among other things, the required references. The exclusion, selection, and suitability criteria must be submitted via the attached application form. All required documentation and self-declarations must be included with the application. If an applicant cannot provide even a single declaration/proof of compliance with the exclusion criteria, they will be excluded from the procedure. The contracting authority will only request missing declarations or supporting documents pursuant to Section 56 Paragraph 2 of the German Procurement Ordinance (VgV) if fewer than five applicants meet the admission requirements. For legal entities, the professional requirements are met if their statutory purpose includes planning services that correspond to the task at hand, and if the authorized representative of the legal entity meets the professional requirements applicable to natural persons. In the case of a consortium, all participants must meet the exclusion criteria separately. However, submitting a single joint application is sufficient. Pursuant to Section 51 of the VgV, the number of applicants for the second phase is limited. A ranking is established based on the objective and non-discriminatory suitability criteria of the application, expressed as points achieved.
