The Free State of Saxony, represented by the Saxon State Real Estate and Construction Management Agency, intends to construct a new building to house the Saxon State Investigation Institute for Health and Veterinary Affairs (LUA) in the town of Bischofswerda in the Bautzen district. The new building will contain state-of-the-art, user-specific laboratories with varying levels of biosafety, along with offices for three specialized departments and service areas. The planned building program comprises a total usable floor area (NUF 1-6) of approximately 15,550 m². The building site is located on the northeastern edge of Bischofswerda in the Bischofswerda North 2 industrial park, approximately 1.8 km from the town center. The site is situated on previously undeveloped agricultural land. In terms of construction volume, this is one of the largest construction projects in the Free State of Saxony in the coming years, with a corresponding impact on cost control, the setting of energy and environmental standards, and sustainable planning, construction, and management. The total estimated cost framework for the construction project was determined according to the German Federal Budget Code (RBK) and amounts to €239 million gross for cost groups 200-600 and €237 million gross for cost groups 200-500 (as of October 2024). The planned contract covers the services of safety and health coordination (SiGe coordination) in accordance with Section 3 of the Ordinance on Safety and Health Protection on Construction Sites (BaustellV).
