The subject of this tender is to find a service provider to develop a controlling tool and to provide software support and operate the internet-based platform. With the increasing number of rail passenger transport contracts in Baden-Württemberg, contracting parties provide extensive (primarily business-related) information during the upcoming contract period, which must be stored and subsequently analyzed. NVBW receives this information from numerous sources, which now needs to be systematized and operationalized and made available to all authorized users via a controlling tool. Beyond simply making the data available, the tool must also enable various analyses and ultimately be user-friendly. The primary objective is the automated invoicing of transport contracts and the generation of forecasts for future budget requirements. The tender documents detail all components and requirements of the new controlling tool (including the controlling database and the status report database). It should be noted that this service description represents the first step towards a comprehensive controlling tool, and the service provider is welcome to submit suggestions for optimization. NVBW, commissioned by the state of Baden-Württemberg, is responsible for monitoring the financial implementation of regional rail passenger transport contracts and related amendments. Currently, approximately 100 transport contracts have been concluded or are entered into the existing controlling tool as successor contracts. These contracts each contain the specific performance parameters of the respective contractual terms. Based on the transport contracts already awarded, the railway undertaking (RU) provides the agreed-upon regional rail passenger transport services.
