At its 207th meeting on December 7th and 8th, 2017, the Standing Conference of the Interior Ministers and Senators of the Federal and State Governments (IMK) advocated for the implementation of a regular, nationwide victimization survey and requested the Federal Criminal Police Office (BKA) to serve as the central agency for conducting this survey based on a concept developed by a joint federal-state project group (BLPG). Following the completion of the first two waves of this representative survey, "Security and Crime in Germany" (SKiD), in 2020 and 2024, the third wave is scheduled for early 2026. SKiD is designed as a combination of written (postal) and online surveys, with respondents being offered both methods simultaneously. The questionnaire comprises a core set of questions, which in some federal states is supplemented by modules containing state-specific questions. The sample consists of a nationwide base sample of 30,000 target persons (gross), an additional sample for oversampling of persons with Turkish or Syrian nationality (a total of 10,200 gross), and additional samples with a total of approximately 151,000 persons to be contacted (gross) in some federal states (so-called oversampling).
