The subject of the public procurement is the conclusion of a concession agreement with a competent identifier issuer, whose task is to issue unique identifiers for consumer and unit packets of tobacco products sold in Estonia and to issue identification codes to undertakings, facilities and machines in accordance with European Commission Implementing Regulations 2018/574 and 2023/448, Directive 2014/40/EU of the European Parliament and of the Council and the relevant provisions of the Tobacco Act.
