Among the obligations established for dam owners in the Technical Safety Standards for Dams and Reservoirs, approved by Royal Decree 264/2021 of April 13, is the preparation of an annual report on the performance of each dam. To gain a proper understanding of the behavior of these infrastructures, it is necessary to have a complete and properly functioning monitoring system from which to obtain the precise data needed to conduct an adequate analysis of said performance. It is necessary to contract this project to analyze the state of the instrumentation and evaluate the management of monitoring data and performance analysis currently being carried out at ten state-owned dams, in order to establish, in each case, the necessary improvements to guarantee compliance with the aforementioned Technical Safety Standards at these dams owned by the General State Administration.
